Looks like anyone that depends on a GPS unit for navigation should have a map in their national emergency pack. The White House has stated that in a time of national emergency, they might shut down portions of the GPS system to help ward off a terrorist attack. This would be a drastic move as the GPS system is used for everything from hikers to troop movement and so would only be used when absolutely necessary. I usually rely on Mapquest or Microsoft's MapPoint, though I have been tempted to get a GPS for geocaching.
