The Mystery of the Iranian Hostage "Crisis"

I must admit that I have been mystified by the conflict between Britain and Iran over 15 sailors taken hostage. It appears fairly clear that Iran seized them in Iraqi waters on a pretext, and are now using them to taunt the Brits and Americans. What is mystifying to me is that until now, there was no chance of Britain or the USA invading Iran over the nuclear issue - after all, they are struggling to get out of Iraq in light of the unpopularity of the War there. But both England and America have gone to war over less than 15 hostages before, and such reasons for war tend to be popular.

The only thing I can think of is that this is a precursor to a more major violation, and the Iranians are using this chance to guage the support of their allies. After all, their Arab and Russian allies are likely to be jumping out of their skins over this, but will make clear the exact level of their commitment.
