...unless you are sure your plan is up, and/or the phone is unusable. A well-meaning woman dropped off her Cingular cell phone at Best Buy for recycling, and it wound up being stolen and used to place over $20,000 in international phone calls to Brazil! (No doubt someone eager to discuss the World Cup.) Cingular and Best Buy were less than helpful until she got a consumer advocate involved, who called the corporate headquarters and threatened to go public.
Remember, a cell phone doesn't know who is placing a call, so unless your plan is completely done (or you have removed the SIM card if you have a GSM phone from T-Mobile or Cingular/AT&T) it makes no sense to put it anywhere a stranger could take it and use it.
