Is "MIssions" Crossing the Line?

I am really confused about this story. A group of Evangelical Christians from Virginia were raising money for orphans in the Tsunami zone. The "catch"? They were raising money to have them raised in some Christian homes. Indonesia has been closed off to missionaries for decades, and has been quite militant about it. Persecution of local Christians is rampant by the local Muslim authorities. The authorities are cracking down and enforcing their laws against Christian missions, and forbidding the kids to be placed in Christian homes.



So what is confusing?
  1. Everyone is acting like it is unquestionably wrong for the Virginians to be doing this. Somehow this does not seem immoral to me at all. It is an act of kindness to provide for the orphans, and the fact of Christian homes is hardly abusive.
  2. Now that the local authorities have cut off the choice of homes, the Virginians are cutting off all aid. These orphans still need help and homes. Why punsih them for the acts of the authorities?
