Anyone remember Al Gore's "lockbox" from 2000? I did find one quote from Al Gore which says technically Social Security can never be "bankrupt" so long as the American govenment is solvent. I guess this is using that tack to continue the "anything but a Bush plan" policies of the Democratic leadership. But they have to recognize that the "loyal opposition" does have to at least face the reality that everyone has been living in for the last decade or two.
